Dr. Thomas Barthold became Chief of Staff of the Joint Committee on Taxation in 2009. Dr. Barthold received his BA and MS from Northwestern and also earned an MA and PhD from Harvard. After receiving his PhD, Dr. Barthold joined the Dartmouth economics faculty. He joined the staff of the Joint Committee in 1987 and worked his way up to the position of Deputy Chief of Staff before becoming Chief of Staff in 2009. Dr. Barthold’s published papers cover a range of topics including capital gain realizations, charitable bequests, distribution of the tax burden, and comparative transfer taxes.
